The meeting of the Commission under Russian Federation President concerning development of General Aviation.

The meeting of the Commission under Russian Federation President concerning development of General Aviation under the chairmanship of the Russian Federation President’s Assistant Mr. Y.P. Trutnev took place in Kazan on February, 2013.

Before the meeting the commission's participants visited the airdrome Kurkachi. The event was attended by the President of the Republic of Tatarstan, Mr. RN Minnikhanov. The airdrome Kurkachi was chosen for demonstration how the DOSAAF aero club, the General Aviation training center and the Commercial Aviation Enterprise which are carrying out flights, both for commercial and private purposes can develop and cooperate in the one airdrome.

The guests with interest got acquainted with the work of training center "Pilot" and with history and a present state of affairs in aero club. The Kazan Aviation Enterprise showed available aviation equipment, acquainted with work of the authorized technical center of the helicopters "BELL", "Robinson" and RR engines, and also showed the new spacious hangar intended for service and storage of the Mi-8, Mi-2 helicopters, the L-410 planes, and also helicopters of foreign production.

The great interest caused a Yak-12M plane manufactured in 1957, which is in airworthiness conditions and operated by Kazan Aviation Enterprise.

After airfield survey participants of action flew by Mi-8 helicopters in the Kazan airport where the commission’s enlarged meeting took place in a hangar of the Tulpar tekhnik.

The report "Infrastructure development for General Aviation on the example of the Republic of Tatarstan" was made by the general director of the Kazan Aviation Enterprise M. B. Zakarzhayev. Proceedings of the meeting 25.02.2013:

1. Short history of General Aviation development in the Republic of Tatarstan over the last 5 years.

2. General Aviation in Tatarstan today:

- the subjects of General Aviation (A/C, flight and technical personnel, etc.);

- an activity of subjects;

- the available infrastructure in the Republic of Tatarstan.

3. The forecast of the development of General Aviation in Tatarstan.

4. The offers for General Aviation infrastructure development in Tatarstan:

- the creation of the anchor airdrome equipped with all necessary for basing and service of the General Aviation in airdrome Kurkachi;

- the possible development of the necessary infrastructure for the Republic of Tatarstan.

5. The factors disturbing the General Aviation development as a whole and the infrastructure development in particular:

- the suggestions for additions and changes to the documents governing the activities of General Aviation;

- the proposals to provide state support for General Aviation;

- the subjects of General Aviation (aircrafts, personnel, the state supervision, etc.).
